1 January 2017 changes to youth payments

There are changes you may need to know about if you’re dependent and get Youth Allowance or ABSTUDY.

The way we assess your dependent Youth or ABSTUDY Living Allowance has changed.

Parental Income Test

If your parents or guardians receive reportable fringe benefits as part of their income, the rules surrounding this have changed.

We now count 100% of these reportable fringe benefits as income unless your parents’ or guardians’ employer is a not for profit organisation. If they are, they are exempt from this change.

If your payments are affected by this change, you would have received a letter in December asking your parents’ or guardians’ to notify us if their employer is exempt.

Maintenance Income Test

The way we assess your payment if your parents get child support or spousal maintenance has also changed.

We now use a separate Maintenance Income Test. This test is like the one we use for Family Tax Benefit Part A.

These changes mean you may now get a reduced rate of payment.
