From 1 February 2017, older Australians receiving care at home will have more choice and flexibility when accessing home care packages.
Description of the measure
This will be implemented in 2 stages. The first stage will change the way consumers access home care packages by:
- continuing to cap the total number of packages available nationally. Individual providers will no longer be allocated a specific number of home care packages
- enabling eligible consumers to choose from any approved service provider
- changing the payment arrangements. The funding for the package (subsidy and supplements) will be paid to the provider chosen by the consumer
Beginning July 2018, the second stage aims to consolidate the home care arrangements and the Commonwealth Home Support Programme into a single home-based care programme.

Who is affected by this measure
Approved home care providers and eligible home care consumers.
Who is eligible for this measure
Eligible customer are those that have been assessed as eligible by an Aged Care Assessment team and given priority to access care. These customers will be able to choose from an approved service provider.
The funding for the package (subsidy and supplements) will be paid to the provider chosen by the consumer.
