The Government has made the decision not to proceed with the following previously announced measures. These measures were never implemented.

2013–14 Budget measure Department of Human Services — Efficiencies (Pay Doctor Via Claimant component only)                                                      

Description of Measure

The Government will not proceed with the 2013-14 Budget measure to replace Pay Doctor Via Claimant (PDVC) cheques.

This was a previously announced measure that was never implemented.

The Government has made the decision not to proceed.

2013–14 MYEFO measure Paid Parental Leave — removing the mandatory obligation for employers to administer payments and 2015–16 MYEFO measure Parental Leave Pay — revised arrangements

Description of Measure

The Government will not proceed with previous measures to remove Paid Parental Leave (PPL) mandatory obligation for employers and revise PPL arrangements.

This decision affects:

  • the 2013-14 Mid-Year Economic and Fiscal Outlook changes that would have allowed employers to choose whether to provide Parental Leave Pay to eligible employees, and
  • the 2015-16 Budget measure changes to the Paid Parental Leave scheme.

These were previously announced measures that were never implemented.

Description of Measure

The Government will not proceed with the 2014-15 Budget measure ‘Education Entry Payment – Cessation’.

2014–15 Budget measure Increasing the age of eligibility for Newstart Allowance and Sickness Allowance and 2015–16 Budget measure Increasing the age of eligibility for Newstart Allowance and Sickness Allowance — delay

Description of Measure

The Government will not proceed with budget measures to increase the age of eligibility for Newstart Allowance and Sickness Allowance.

This decision affects:

  • the 2014-15 Budget measure, ‘Increasing the Age of Eligibility for Newstart Allowance and Sickness Allowance’, and
  • the 2015-16 Budget Growing Jobs and Small Business measure, ‘Increasing the Age of Eligibility for Newstart Allowance and Sickness Allowance - delay to 1 July 2016’.

These were previously announced measures that were never implemented.

The Government will not proceed with the 2014-15 Budget measure ‘Health Taskforce PBS Consumer Package’.

This was a previously announced measure that was never implemented.

2014–15 Budget measure Stronger Compliance Arrangements for Job Seekers Who Refuse or Persistently Fail to Meet Requirements and 2015–16 Budget measure Growing Jobs and Small Business — further strengthening the job seeker compliance arrangements

Description of Measure

The Government will not proceed with the previously announced measures to strengthening the job seeker compliance arrangements.

Previous measure details:

  • 2014-15 measure to remove the option of waiver for jobseekers incurring a serious failure.
  • 2015-16 Budget measure to give stronger penalties to jobseekers who did not meet their mutual obligation requirements.

These previous measures were never implemented.

2015–16 Budget measure Australian Working Life Residence — tightening proportionality requirements

The Government will not proceed with the 2015-16 Budget measure ‘Australian Working Life Residence - tightening proportionality requirements’.

This was a previously announced measure that was never implemented.

Description of the measure

The Government will not proceed with previously announced changes to certain bulk billing incentives for diagnostic imaging, MRI services and pathology services.

These changes were never implemented.

2015–16 MYEFO measure Family Payment Reform — a new families package

Description of Measure

The Government has made the decision to not proceed with the previously announced ‘Family Payment Reform — new families package’ measure.

This 2015-16 Mid-Year Economic and Fiscal Outlook measure was to:

  • phase out Family Tax Benefit end of year supplements
  • increase Family Tax Benefit Part B rate for families with a youngest child aged under one year, and
  • reform the Family Tax Benefit Part B payment structure.

This previous measure was never implemented.
